Executive summary
After getting membership of the Asia Pacific Plant Protection Commission (APPPC) in 1965, Nepal has promulgated plant protection act and regulation. Initially, Plant Quarantine Unit was established under the Plant Pathology Division of Nepal Agriculture Research Council which can be considered as the milestone in the history of plant quarantine in Nepal. The Plant Protection Act 1972 and the Plant Protection Rules, 1975 were enacted by the Government of Nepal.
With the membership of the IPPC in 8 May, 2006 Nepal promulgated the New Plant Protection Act approved by the parliament and enacted by Government of Nepal from 2007. To support the implementation of this statute, new Plant Protection Rules were promulgated by the Government of Nepal (Cabinet level) and enforced from March 2010.
Since then, many institutional re-structuring has occurred in this organization and finally established as Plant Quarantine and Pesticide Management Center (PQPMC). PQPMC is an authorized government institution for regulating plant quarantine and pesticide management related activities in Nepal. Earlier it was functioning under the Plant Protection Directorate within the Department of Agriculture but with the federal structure, based on the decision of Government of Nepal dated 17 Apr, 2018 it has been upgraded as the Central Level Organization with the federal function of Plant Quarantine and Pesticides Management.
To support the implementation of these legislative frameworks NPPO Nepal has prepared and published national standards phytosanitary measures. NPPO Nepal is now facing the challenges of implementation. The challenges are aggravated by the limited availability of the human resource, capability of the available human resources and infrastructure.
